Oil and Mining in Colombia: How to Plan Corporate Relocations

Relocating staff to an oil or mining operation in Colombia means securing a visa for foreign employees, choosing a base city close to the site, combining field accommodation with family housing, and organizing rotations. Because operations sit far from Bogotá, in the Llanos Orientales, La Guajira, Cesar, Córdoba or Caldas, the base city and in-country travel matter as much as the visa.

Where the operations are and which base city to use
Oil and mining activity in Colombia is spread across regions with very different realities. The base city determines where the family lives, which schools are nearby and how long each rotation takes.
Region | Main activity | Typical base cities | What to consider |
Llanos Orientales (Meta, Casanare, Arauca) | Oil | Villavicencio, Yopal | Long overland distances to the fields |
Magdalena Medio (Santander) | Oil and refining | Barrancabermeja, Bucaramanga | Hot climate; housing supply concentrated in Bucaramanga |
La Guajira and Cesar | Coal | Valledupar, Riohacha, Santa Marta | Operations several hours from the base city |
Córdoba | Nickel | Montería, Montelíbano | Few bilingual schools |
Caldas and Antioquia | Gold | Manizales, Medellín | Mountain roads to the mining towns |
Visas for foreign staff
A foreign professional who will work at an operation in Colombia needs a visa that matches their relationship with the company: a local contract, an assignment from headquarters, or a short-term service engagement. Once approved, the visa is registered with Migración Colombia and, depending on its length, the employee applies for a foreigner ID card (cédula de extranjería). Our guide to corporate visas in Colombia explains each category and the documents the Ministry of Foreign Affairs requires.
Field accommodation and family housing
Most operations combine several arrangements, and it pays to decide which one applies to each person before they arrive:
Rotation with field accommodation: the employee works in shifts and returns home on days off. The family does not move.
Relocation with family to the base city: the employee lives in Villavicencio, Yopal, Valledupar or Montería and travels to the site. Housing, schooling and healthcare are needed.
Hybrid arrangement: rotation for the first few months, with the family joining once the project's continuity is confirmed.
Each arrangement changes the budget and the benefits policy, so it should be set out in writing in the assignment letter.
What to review in mobility after a change of control
When an energy or mining operation changes hands, mobility cases already under way keep running: visas issued in the name of a specific entity, signed housing leases and rotations already scheduled. Our mobility checklist after a change of control in Colombia sets out what to review in the first 90 days.

Frequently asked questions
Where is oil activity concentrated in Colombia? A large share of production is in the Llanos Orientales, in Meta, Casanare and Arauca, and the main refinery is in Barrancabermeja.
What visa does a foreign engineer need to work at an oil field in Colombia? It depends on their relationship with the company and how long the work lasts. It is best assessed case by case before setting an arrival date.
Should the family move to the base city? It depends on the rotation schedule and the length of the project. With short rotations, many companies prefer the family to stay in their home city.
Which base cities have bilingual schools? Bogotá, Medellín and Bucaramanga have the widest choice. In cities such as Yopal or Montelíbano the options are fewer and should be checked before approving the move.
What happens to relocations under way if the operation changes owner? They keep running. Check which entity the visas and contracts are issued to, and which rotations are already scheduled.
